Webb was an outstanding offensive lineman for the Texan football team during the non-scholarship days of the TIAA. He had a record 45 starts in his four year career with the Texans, including four national playoff games and the Sunflower Bowl win in 1986. The Texans advanced to the NAIA quarterfinals in 1987. His teams posted a 34-10-1 record during that time. He was o two time All-TIAA selection and in 1989 was named All-American second team as an offensive guard.
